Client Home Page/Dashboard within Portal

I’d like to control the dashboard or home for the client when they arrive at the portal. I want there to be onboarding questions, a welcome message, a how to video immediately accessible without digging into tasks or seeing a calendar or something else. I want to control what they see first and teach them how to navigate easily and efficiently.
