Make Client Onboarding more prominent

The Client Onboarding button gets a bit lost. I think it would be ideal for the first time a client accesses Queue, that they see a banner or popup, etc. so they can easily see that they have actions to take.

We can add screenshots and things to the welcome email, but an additional nudge within Queue would be nice.
